It was Clarisse, bringing up the campers to eavesdrop on what Percy and Annabeth were doing. Clarisse was the one who said" the lovebirds need to cool off." Meaning that they gotta stop and saying its too hot. So Conner Stoll said "The Canoe Lake!" So they threw them into the water and had the best underwater kiss.
