The first episode of X-men: Evolution in which Lance openly asked Kitty out instead of flirting or teasing (which he had been doing since their introduction in "The X-Impulse" S.1 E.2) was in season 2, episode 6 "Adrift". He calls to ask her to go to the mall with him and she teases him. She then says she'll think about it and hangs up after Kurt Wagner walks into the room after messing with his image inducer. However, the first time they are actually seen going out is in the episode "Shadow Dance", season 2, episode 7. They go to the Sadie Hawkins Dance at Bayville High School together. They then date on and off for the rest of the series. It is believed by some fans of Lancitty (as they are called) that they are still together after the series ended, but it is never directly stated.

No. Despite their popularity as a non-canon couple, Kurt and Kitty never became anything more than friends in the X-men: Evolution cartoon. And in the X-men: Evolution comic, they never progressed beyond flirting.
