you have to get lucky fishing or just trade in the GTS (online) and then breed the gyarados with a ditto.
You can find a lvl 70 gyarados in cerlulean cave i think.It is where mewtwo is located.For more info search for gyarados(gone fishing method)thats all i can give.
I only know one way catch a magikarp and train it to lvl. 20 ( if it doesn't have any damage attaks use the exp. share ) then it will evolve into gyarados
to get gyarados go past the pokemon mansion and go to the big patch of grass. use a super rod on the little pond and a gyarados might appear.
