Captain Marvel because he could just pick up and throw Raiden 2 billion miles.but raiden can fly and teleport and is the thunder god -Might depend which Captain Marvel you meant, the DC Captain Marvel or the Marvel Captain Marvel. In my opinion I believe either one of them would be able to defeat Raiden however.
