Katniss truly thinks that Rue reminds her of Prim, so in that way she thinks of Rue like a sister. The other groups have alliances as well ,but they aren't as close and true as Katniss and Rue :).

∙ 9y agoKatniss allies with Rue because Rue reminds her of her sister, Prim. It's never really mentioned why Rue wants to be Katniss' ally, but it might be because she saw her volunteer for her sister and sees her as a sincere ally and not as a threat.
The Career pack ally because they are, debatably and supposedly, the strongest tributes in the Games because they train all of their lives. Their alliance is formed so that they have a better chance of killing the other tributes before they, themselves, are killed. This has resulted in past Games, of the last few Victors being Careers and therefore having to break the alliance and kill each other.
Finally, Peeta and Katniss ally for the simple reasons that they are from the same District and they need to keep up the act of being in love so that the Capitol will allow them both to win.
