The actor that played Mace Windu was 'black' and that is why he is 'black'. Samuel Jackson, is a huge fan of the Star Wars series and used the TV show Late Night with David Letterman among others to get George Lucus' attenion. Lucus was impressed and offered him the role. It seems that Lucas had not previously determined the human 'race' of the character. Mace Windu is not the only 'black' Jedi, but he is the only one on the Jedi counsel. Lucas has been quoted as saying "If Obama was in my universe, he would have been a Jedi." A list of other 'black' Jedi include -

Actually, Mace Windu isn't the only Jedi. In the graphic novels that take place during the Clone Wars timeline, there is a female Jedi Master named An'ya Kuro (but calls herself "The Dark Woman") who also wields a purple lightsaber. I think the reason why there are only 2 purple lightsaber wielders is because the purple crystals that give the lightsaber its blade color were scarce.
