No. Mamoru is the Prince of Earth, Endymion, and the future King of Crystal Tokyo. While he does possess the Golden Crystal, counterpart to Usagi [Serena]'s Silver Crystal, and it is incredibly powerful, it does not make him a Sailor Senshi [Scout].
It is never stated whether it is the Golden Crystal or Mamoru's own past as Prince Endymion that enables him to transform into Tuxedo Mask, but in the manga, where it is revealed that Mamoru possesses a Sailor Crystal for Earth, the way the other Sailor Senshi do for their respective planets, it is assumed that it is because of this crystal (which appears to be embedded inside his Golden Crystal, inside his body), he can do magical things the way the Sailor Senshi can.
For that reason, we never see a "Sailor Earth," because Mamoru is already the equivalent of a "Sailor Earth," without actually possessing that title.
Series creator Naoko Takeuchi has expressed in interviews that only women can be true Sailor Senshi, but unless Mamoru is a cosmic exception, it is possible that men possess Sailor Crystals. Because the Sailor Crystals only exist in the manga, and not the anime, there is no real way of knowing if this same "rule" applies there.

∙ 11y agoIn the original anime, Mamoru does date Rei Hino (Sailor Mars) prior to the revelation that Usagi (Serena) is Sailor Moon and also the reincarnation of his past love, Princess Serenity.
They began dating in Japanese episode 15, and though they never had an explicit breakup, were only seen dating on occasion, usually much to Usagi's chagrin. Once their secret identities were revealed, Rei told Usagi she wanted her to be happy with Darien, indicating Rei's acquiescence to Usagi and Mamoru's inevitable relationship.
Usagi and Mamoru never actually dated during the first season, due to his getting brainwashed by Queen Beryl and then losing his memories (along with all the other Sailor Senshi) until the end of the first part of the second season.
