Good and evil are subjective terms. Albus Dumbledore always tried to do what he thought was right. As a young adult, he believed that this was for the wizarding world to reveal itself to the muggles and be in power. He later realised this was not what he wanted.

He spent the majority of his adult life trying to bring down Lord Voldemort and his efforts saved countless lives. It is mentioned frequently that he always knew Harry would have to die - but didn't know he would survive. This could be considered cruel as he allowed Harry to live a life that could have been cut short, hurting those who loved him. As a counter argument, sometimes hard decisions have to be made and it wouldn't have done Harry any good to spend his life thinking he would eventually be killed.

One of the reasons Dumbledore continuously refused to take the Minister for Magic job, is because he didn't like who he turned into when he was placed in power.
