ofcoarse it is, its those pocket/trick style scooters, however in real life, the tiny wheels would blow out/break into pieces going faster than 20mph on a normal modern day suburban road, nor does it come with an engine on it that is so small that you can't see or hear it.
Overall yes its based off of the normal and extremely common children toy kick scooters, but if you wanted one in real life like in the movie, it would be a little bigger, have 9-12 inch tires(not the hub/rim size, the tires) on it, and have a 70cc(not small at all) engine on it and be louder than your average lawn mower, but it'll do 40 miles per hour. though you wont be able to turn more than 12 degrees at that speed with those tiny wheels. And it won't have a head lamp on it either unless you fit it with a battery and possibly an alternator. Which would make it even more clunky looking.

however if you're gonna try to fit it with an engine and all the stuff mentioned above, this scooter is way too small and brittle for that.
In a fantasy world where logic and laws of anything don't apply, its possible to have penny's scooter, but in the real world, its just not possible at the moment until nano tech evolves into more than what it is now.
