As a fictitious computer game character - Sonic would be as intelligent as the controlling computer AI. As an animated cartoon character, he is apparently able to speak, which is generally accepted as an indication of at least marginal intelligence - although there are some actors and actresses who seem hell bent on disproving that every time they open their mouths about current world affairs.
