Bilbo IS a Hobbit. Etymologically, a Hobbit is literally a "hole dweller" while Bilbo means "a short sword".
There are hundreds of different covers for 'The Hobbit.' Many different publishers in over a hundred countries with multiple printings. I have several dozen in my personal collection in five different languages.
The second edition of The Hobbit was published in 1951. It made some small adjustments to the story of the Riddle Game, but changed little overall.

It shouldn't be. The publisher is just trying to take advantage of the movie for marketing purposes.
