Yes and no, The Hobbit was written before The Lord of the Rings.

When Tolkien's publishers asked for a sequel to The Hobbit he gave them The Lord of the Rings with much more detail than The Hobbit. Then to make the two stories agree he had to go back and edit parts of the original Hobbit.

The Hobbit involves Gandalf the wizard along with Bilbo Baggins and how the ring came into his possession. So yes it is part of The Lord of the Rings universe and series but it's not technically one of the six Lord of the Rings books. Those books were published in three volumes, The Fellowship of the Ring, The Two Towers, and The Return of the King.
