Well, first, the outer layers are made of a nickel alloy, not silver. The last silver dimes were struck in 1964.

However, what you are describing sounds like a lamination error. That happens when the bond between the outer cladding and the inner copper core comes undone. It can occur either before the coin is struck, or after it leaves the mint. Lamination errors in a clad dime can be worth about $6 at retail.
