It depends on what you mean by weaker. Mesprit, Azelf, Uxie, and Cresselia are good against fight types that are level 50 or lower, but weak against anything that is a higher level than them or dark type. Palkia and Dialga are good against Dragon types that are higher levels than them because of their respective moves. (Spacial Rend, with a 120 attack, or Roar of Time, with a 140 attack), but at the same time weak against them if they are faster than them. Giratina is good against pretty much everything, and is only weak to dragon types or dark types. So generally no, a legendary is not weaker than a regular pokemon.
