To obtain Arceus, you need to go to a Pokemon Event in Japan or get an Action Replay. If you have an Action Replay download Pokemon Platnuim on it and it will have Pokemon Events. If you chose the Arceus Event (you canonly have one Pokemon Event at a time.) After that go to the nearest PokeMart and there is a man that looks like a Bell Boy. Talk to him and he will give you an Azure Flute. Once you obtained that go to the Spear Pilliar where you found Giratina and blow on the Azure Flute and a series of steps will appear and then there is a floor after you climbed the stairs and there is Arceus waiting for you.
