Dark Void was most likely banned because Smeargle can sketch it and put to sleep 3 pokemon at once in a triple battle. Even though it doesnt sound like Dark Void would do so much in other battling styles it was banned all completely. If you have a Smeargle with Dark Void you should stick with Spore because it has 100 accuracy.

Rare - name printed in silver foil. $1 - $2 Super Rare - shiny card image, but no shiny lettering. $2 - $3 Ultra Rare - shiny image + gold letter name. $6 - $10 Parallel Rare - shiny all over the card, but no shiny lettering. It is true that while Dark Magician of Chaos is banned, Dedication through Light and Darkness is useless, but that's not reason to ban it. Why ban a card no one will use?
