First, go to the center of New Bark Town and talk to your pokemon three times. Next, fly to the Lake Rage and talk to the old man who says "Hah! The Magikarp are biting!" Then, battle the Poke Maniac right below the Lake of Rage who has a Nidoking (his name is Poke Maniac Ron). Last, go to the Ruins of Alph and surf in the water to the south of the east entrance, and right in front of the rock building thing, a Lv. 15 Mew should appear.
