i would say yes because if u have a regular ds then u can get the R4 and then you can translate most of the words into english. not all of the words, but most of them. But remember, it can only work with a regular ds, not dsi.

It would be okay, just not possible, because if you're releasing something in Japan you should probably get it released in Japanese. And if you release it in America/the UK then it's not Japanese. But sure, you could make an anime-style show in English. It's just not likely to ever get dubbed in Japanese.
