Is it true that in the first Pokemon movie Tracey said What's shakin' Bacon?

No.

Tracey did not even appear in *Pokemon: The First Movie* (aka *Mewtwo Strikes Back*) at all. His character was not introduced until the second season, when he replaced (for the Orange Islands episodes only) Brock as an older companion to Ash and Misty.

The second movie, *Pokemon: The Movie 2000: The Power of One* is the one set during the Orange League episodes (and the only one I've seen in which Tracey a significant role). In memory (and in the fan-transcript copy I have just searched), the words "shakin" and "bacon" never appear.

The one line that sounds a tiny bit similar (if you were hearing it through earmuffs) is where Misty is protesting to Melody (who's been teasing Misty that Ash is her boyfriend) that "He's not my boyfriend! He's a boy, and he's a friend, but he's NOT my boyfriend!" To which Tracey (having heard only part of their conversation) says "You talkin' about me?"
