I don't think it's true. In some cases, though, there are specific muggle-repelling charms, to avoid muggles from finding a place, for example.
In the film adaptation of Harry Potter and the Goblet of Fire (2005), when talking about how Lily Potter sacrificed herself for Harry Potter, Lord Voldemort mentioned Lily as "your [Harry's] filthy Muggle mother", even though Lily was not Muggle; she was Muggle-born. This is because most Muggle-haters don't tend to see any difference between Muggles and Muggle-borns, because they think a "Mudblood" is just as filthy as a Muggle, so they call Muggle-borns Muggles.

Charity Burbage is a character from the Harry Potter books. She was the Muggle Studies professor at Hogwarts and appeared in Harry Potter and the Prisoner of Azkaban and Harry Potter and the Deathly Hallows. She is executed by Voldemort after defending muggle-borns in the Daily Prophet.

I would recommend Harry Potter. I have read both, and Harry Potter is better in the way that you really connect with the characters as you read about their journey through life. While Enchanted is a good book, Harry Potter will leave you begging for more.
