No, Relinquished is unrestricted in both formats.
It was an Ultra Rare card in Magic Ruler/Spell Ruler, but it was also the cover card for the Pegasus starter deck and therefore there's thousands and thousands in print. So it's an easy card to obtain with little value.
In Yu-Gi-Oh TCG, the card "Thousand-Eyes Restrict" was banned due to its effect. Thousand-Eyes Restrict can, like the ritual card "Relinquished", equip the opponent's monster cards to itself and gain their ATK and DEF. But unlike Relinquished, Thousand-Eyes Restrict has the ability to prevent any other monster card from attacking or changing battle position (excluding itself). In spite of this, Thousand-Eyes Restrict can only be destroyed by the effect of a spell or trap card, or monster effect like that of Exiled Force. This normally makes it incredibly difficult to be beaten and thus it was banned. (Monster Card + Black Illusion Ritual = Relinquished Relinquished + Thousand-Eyes Idol + Polymerization = Thousand-Eyes Restrict) One other reason for it being banned was how easily it could be summoned via Metamorphosis and a sheep token from Scapegoat.

Relinquished is Ritual Summoned with the Ritual Spell Card Black Illusion Ritual. It requires a monster as a Tribute to Special Summon Relinquished from your Hand. Once Relinquished is successfully Ritual Summoned, if it is sent to the Graveyard, it is eligible to be Special Summoned from it. You cannot Special Summon Relinquished from the Graveyard unless it was successfully Ritual Summoned first.
No, because you cannot Special Summon Relinquished without the Ritual Spell Card "Black Illusion Ritual", since Relinquished is a Ritual Monster Card (That's why the Card is colored dark blue). But you can special Summon Relinquished from the graveyard with cards like Monster Reborn, Call of the Haunted etc., as long as it was properly Ritual Summoned with the Ritual Spell Card before.
