You can't. The only move tutor who teaches Seismic Toss is in FireRed and LeafGreen. Unless you had it there, then migrated it all the way up, your charizard can't learn it. But it shouldn't learn it, Charizard has better moves like Air Slash and Flamethrower. Teach it those. Not having Seismic Toss is not a loss to Charizard. Charizard is actually not that good with his Stealth Rock weakness though.
Since Alakazam has a high special stat, you should have the move psychic on it. another good choice would be recover, so you can heal the damage it takes (recover heals half it's max HP). another good choice would be thunder wave (TM45) just so the opponent has less chance to attack. and finally, depending on what your preference is, Reflect, Seismic Toss, or Kinesis would be good. Reflect to help Alakazam's bad defense stat, Seismic Toss if it's high leveled, and you need another attack, or Kinesis, which lowers the opponents accuracy, to avoid getting hit more often.
