Yes in the beginning it is sad, but as the movie progresses , the mood , visuals and story becomes a whole lot more cheerful. It is one of the best animations I've seen and the sadness adds to the brilliance of the movie.
This also depends on you as a person. If you like to get into movies emotionally, you may get to the point of crying, however if you watch movies for simply entertainment, you may not find it sad. Hardcore gamers tend to get quite involved, and may find it sad.

UP contains some sad portions of the storyline beginning with several scenes showing the stages of a married couple's life and their growing love for each other. The scenes end with the wife's death and husband's grief, which leads to a combination of anger and depression. The situation only becomes worse as his house is targeted by a land developer and, in a fit of rage, the husband accidentally loses control and assaults one of the developer's workers. He faces losing the home that he and his wife shared until he comes up with a scheme to save the house and fulfill his wife's lifelong dream.
