Yes I been on it like 10 times
The new Ariel ride in Disneyland will give the illusion of being underwater. One of the illusions if feeling you in your clam shell are going underwater by the water level seeming to go up until it is above you and a blast of cold air making it feel like you are suddenly underwater. The decorations are mostly blue and ocean themed to go along with the illusions. Here is where I got my information and it even shows you some behind the scene looks at some of the decorations and drawing used for the ride.
No. There were several rides at Disneyland that were open on, or within a few weeks of, opening day; Small World is not one of them. Small World didn't open at Disneyland until 1966, over a decade after Disneyland itself did (the ride opened at the New York World's Fair in 1964, but even that was several years after Disneyland's opening).
... a golf cart?Honestly, I have no idea. Perhaps the monorail, but I'm not sure it operates before the park opens, even for hotel guests, and also I would definitely consider it "a Disneyland ride" that happens to have a stop outside Disneyland as well, as opposed to "not a Disneyland ride" that happens to have a stop inside Disneyland.
If any ride at Disneyland is closed, it is either because the ride broke down or it's under yearly maintenance

To go to Mickey's Sensational Parade with Ariel in Kinect Disneyland Adventures, first ensure you are in the Disneyland park. Look for the parade area, which is usually near the castle. Approach the designated spot for the parade, and when prompted, interact with Ariel to initiate the experience. Enjoy the show as it unfolds with vibrant characters and music!

No, they did not. They did reopen several rides that had been closed for refurbishment/upgrades, though.
