Metal coat is an item found in the Iron Island cave. It is also sometimes found on wild Magnemite, Magneton, Steelix, Bronzor, Bronzong, or Beldum.
The Metal Coat can only be obtained by taking it from a wild Pokemon that was holding it. Magnemite, Magneton, Steelix, Beldum, Metang, and Metagross all have a 5% chance of holding it.

Metal coat- 8% chance in the Gen II games and 5% in other games (note you can not find it on Magneton in Gen II games, only Magnemite.) I have been trying for hours however on Silver with no luck...I would say more like .8% because I have caught about 60 with no metal coat. Whatever the case, it is extremely rare and unless you have extreme patience and nothing to do that is actually productive (LOL) I wouldn't bother trying to find it on a Pokemon.
After you beat the elite four you will be transported back to your house, and your mom will say prof elm wants to give you something so go to his lab and pick up the pass that lets you go on the boat. fly to olivine city go to the harbor talk to the sailor guy in front of the gate and when you get on the boat a man will run into you and say his grandaugthers missing and for you to find her go to the captain of the ship and you'll find the little girl annoying him. now talk to her and she will tell you to play hide n seek with her. find the girl and you will be transported to the grandfather and he will give you the steel coat

You can find it on a wild Magnemite or Magneton, but the chances are very slim at 5%. (1 in every wild 20 wild Magnemite or Magneton)

You can only find a Metal Coat in Pokémon Sapphire if you steal it from wild Pokémon that will be holding it such as Magnemite, Magneton, Steelix, Beldum, Metang and Metagross.
