no, all grass patches have different Pokemon coming out of it,like 10% chance on that Pokemon, 20% on this Pokemon and 70% chance on that onemaybe there is some grasspatch with 99% chance on a specific Pokemon but thosewill be uncommon, there is a place on victory road where that happends, you get like all golbats and after about 100 of them there comes a lapras so maaaybe in a cave while Surfing but, i don't think so..
