I'm not sure how you get it on Sapphire/Ruby, other than through a trade, but Ditto is available in Cerulean Cave (which you can get in after defeating the Elite Four), in the Pokemon Mansion and on Routes 13, 14 and 15 (between Vermillion City and Lavender Town) ! in Pokemon platinum before you enter canlave city eneter the tall grass then use ur poke radar and sooner or later ditto will appear it dose not take long!!!!!!! route 34, 35, 47 or the cerulean cave
