You can always use an Action Replay code or trade it for another Pokemon online if you didn't have the chance to catch it.

first you gotta find your way to the top of mt coronet then fight the team galactic leader. after that u have to fight palkia and capture it. I suggest using a grass type like torterra. I captured palkia with a poke ball. I put it to sleep after my torterra weakened it.
