Cyrus does give you your first ball but if you need another one you could either use AR or try out that Lottery Ticket thing in Jubilife City. It's really hard to get but if you happen to get first prize you should get a Master Ball. And also I heard from this other site that if you give the Pokemon to that news paper guy (the one he wants) he'll give you another Master Ball. But I'm not sure. You could try it! Hope I helped.
