Dive is an HM only usable in the Ruby, Sapphire, Emerald, Black, and White. In the Hoenn region (RSE), it's referenced as HM08, but in the Unova (BW) region it's called HM06. Since these are the only two areas where there are dive spots, to answer your question: No, there is no Dive HM in SoulSilver, or HeartGold (or quite obviously the games that aren't RSE or BW) for that matter. If you want further detail, in SS (and HG) the HMs are 01-08, in order, Cut, Fly, Surf, Strength, Whirlpool, Rock Smash, Waterfall, Rock Climb.
