yah! but you can't go into hoeen or sinnoh sadly...
Since that was such a short answer I'm going to be your friend and give you some tips!
1. You can catch Lugia by talking to a dude in Pewter city and then go to Tin tower in Ectrueak city. (same on soulsilver)
2. Don't waste your Master Ball! Use it on Ho-Oh or Mewtwo
3.For Elite 4 and champion have this team Feraligatr, Ho-oh, (Or Lugia if soulsilver) Pidgeot,
Red gyarados (or Gyrados but red would be better) and Ampharos. I did not have a 6th for my 1st time!
