Well some of the rare Pokemon you can find without cheating are articuno, zapdos, moltres and mewtwo. [these are just some of them cos there are more that i don't now about.]

Ok, these are all the legendary Pokemon you can get in Fire Red without cheating. But, to get most of these Pokemon, you have to have a transfer device, which is available at Walmart (I think), and maybe Ebay.com. To get these limited legendary Pokemon on Fire Red you must have the following: Transfer Device, at least two Game Boy Advances, a copy of Pokemon Sapphire, Ruby, and Leaf Green (Fire Red as well), a GCN-GBA Cable, Pokemon Colosseum for GameCube, Pokemon XD Gale of Darkness for GameCube, and... this is most important....patience! Below are the Pokemon you can get legally (please do not ask how to get them, look on Arceus.com for more info; a VERY helpful site):Ones you can get in Fire Red, without trading:Articuno (Seafoam Islands), Zapdos (Power Plant), Moltres (Mt. Ember), Mewtwo (Cerulean Cave), Raikou/Entei/Suicune. Ok, for Raikou, Entei, and Suicune, it depends of your starter- The grass starter Bulbasaur, you get the fire dog, Entei. The water starter Squirtle, you get the electric dog, Raikou. And, the fire starter, you get the water wolf/dog, Suicune. Ok, these legendary roaming Pokemon ARE NOT on any of the Sevii Islands, and they roam around randomly. Again, I will not tell where any of them are, because it'll take too much typing. Note: If you want all three of these at once on Fire Red, and you don't care about deleting your Leaf Green Version, then you can catch the legendary dog in Fire Red, then gain access to catching the next one in Leaf Green, by trading it over to Fire Red. If you want the last one, this means deleting your Leaf Green data, AGAIN, and playing it until the end until you get access to find/locate Raikou/Entei/Suicune. Trust me, it is worth it. Repel works great, so it repels weaker Pokemon, under Level 40, which Raikou's/Entei's/Suicune's level is.Ones you have to trade from Sapphire/Ruby:Ruby: You can get the six, following from Ruby, then transfer/trade to your Fire Red copy: Regirock, Registeel, Regice, Groundon, Rayquaza, and Latios, the blue Psychic Dragon Pokemon. Sapphire: You can get the six, following from Sapphire, then transfer.trade to your Fire Red copy: Regirock, Registeel, Regice, Kyogre, Rayquaza, and Latias, the red Psychic Dragon Pokemon.Ones you have to trade from Pokemon Colosseum, and Pokemon XD Gale of Darkness, which were available in a 2006 event, and is the only legal way known to get them (long process):Pokemon Colosseum: Ho-oh Pokemon XD Gale of Darkness: Lugia... to trade from GameCube to Game Boy Advance you must have the GCN-GBA Cable.
