Mew was the first thought of not pikachu or bulbasaur. Trust me I looked hard and nobody else is right. Just because bulbasaur is #1 it doesn't mean anything. Because if you look closly at every regions pokedex the starters and their evolutions are first. The people that made Pokemon didn't want the strongest Pokemon to be the first one to be #1 so it won't be obvious that mew is the strongest.
