You need a Magnet Train Pass from finding a little girl's doll in the Pokemon Fan Club in Vermilion City. You may have heard of the girl. She is in Saffron in Kanto. They call her Copycat. You must talk to the girl first before taking the doll from the Pokemon Fan Club.

Your on the right track but that answer's missing a lot. The train works after you beat the Elite Four but you can't get on it without a Train Card. You have to speak to Copy Cat (she's a girl) in a house in Saffron City. She will say that she lost her doll. Go to the Pokémon fan club and talk to the manager. He will give you the doll. Take the doll to Copy Cat and she will give you the Train Card.

∙ 11y agoIn Saffron city, find the Copycat's house. Upstairs, the Copycat girl will tell you she lost her Clefairy doll. Find it at the Pokemon Fan Club and return it to the Copycat. She'll give you the Magnet Pass.

∙ 12y agoOnce you have completed the game go to Safron city and talk to the copycat girl she will ask you to get her clefairy doll then go to the Pokemon fan club house in vermillion city and talk to the man inside with the clefairy doll he will give it to you then give copycat her doll and she gives you magnet train pass.
