Go to Canalave City, and go to the sailor at the southwest part of the city. Talk to him and he'll say "Ahoy, wanna set sail?" Choose Iron Island. On Iron Island find Riley. When you get to the end and have finished killing the grunts and paled them, have a space in your party and he will give you the egg which hatches into Riolu.
