You cannot not get another TM-28 [Dig].
However you can get your Pokemon to learn dig by breeding it with a Pokemon that learns it through levelling-up.

A: There actually might be a way to get TM 28 Dig on Pokemon Emerald, but then again, there might not, because I'm not really sure, but it won't take much effort. If you go to the FOSSIL MANIAC'S HOUSE just outside of Fallarbor Town and go inside, there should be a little boy inside who is right next to the tunnel entrance where the FOSSIL MANIAC is. If you talk to him, then he should give you TM28 Dig. If he doesn't, then there isn't a way unless you trade from another game, such as Sapphire or Ruby Version, because I'm certain that TM28 Dig is in those games. But then again, you don't really need it if you want to raise a Pokemon that'll learn it eventually, like Trapinch or (maybe) Nincada.
On witch level does rhydon learn dig?
Rhydon does not learn Dig by naturally leveling up. It learns Dig by using the TM28 in Pokemon X, Y, Alpha Sapphire, and Omega Ruby.
