the fly is in the Celadon City. go west there you can see a Snorlax blocking the way and also there's a path blocked by a tree up north. cut that tree and go west, pass the first house. when you got out there is a small house and you can see a girl there. she will give you the Fly HM.

∙ 13y agoIn Pokemon Blue, the FLY HM can be found on Route 16.
You go through the guard house, and wake up the Snorlax using the Pokeflute. You will enrage the Snorlax and he will fight you. You can then catch the Snorlax. (Remember to save first, as this is the only time to catch a Snorlax!!)
After defeating Snorlax, you have to cut through a bush using the CUT HM (add whoever you taught CUT to you party). You go past the bush to find a small hut. This is the home of a trainer and as it turns out this is her secret hideout. As a thank you for keeping her hideout a secret, she will give you HM 2 - FLY
