There is an Action Repley cheat for it that will automatically complete your Poke'dex that gives you the info that you would if you caught them. When you get the National Dex it will automatically complete the rest of your Poke'dex. A Poke'ball icon will appear next to all the Pokemon as if you have caught them. Hope that was enough Get info even on something like this :>

It depends on the Pokemon you're trying to evolve. While some Pokemon can evolve without any problems due to being in the regional Pokedex, other Pokemon (Golbat, for instance) won't evolve without the National Pokedex. Note that this is only the case in FireRed and LeafGreen - in later games, Pokemon not in the regional Pokedex will evolve, but won't be recorded until you get the National Pokedex.

After you see all of the Pokemon in your pokedex, show ur pokedex to professor Rowan and I'm not sure exactly what happens next, because I haven't reached that part yet, but I think he just says good job and hands you the national pokedex! If you don't know how to see all of the Pokemon, just battle as many of the trainers as you can and don't forget Dialga who is at the top of Mt. Coronet. I have already caught it!
