After you've beaten the last Kanto gym leader Oak will give you HM Rock Climb
once you get to the kanto region, go to pallet town and surf down to get to cinnibar island. once there, you will find out that the gym has relocated to the seafoam islands, go there and best the gym leader and then go back to cinnibar one you have 15 badges, talk to blue and get rock climb
