How do you get the ninth badge in heartgold?

You must beat Clair, the dragon trainer. You must go to Blackthorn City. You have to get past the ice path first. It's a tricky puzzle and once you go on the ice the only thing that stops you are the rocks. Just like Pryce's gym. Once you get to the last stage of the ice puzzle, push all of the rocks down the holes by using strength. Then navigate your way through. In the cave you can catch Jynx and Swinub. Once you're out of the ice path recharge your Pokemon at the poke center then battle! Use tons of gyarados (at lake rage) and dragonair (which you can win as a prize at the games room at goldenrod city) because dragon are good against dragon.
