Go to the national park. Go behind a fence and there will be a place where you can use rock climb. Do it and there will be a pokeball with a shiny stone.

You can also get it at the Pokeathelon dome reward center for a lot of points

You can find a Shiny Stone in the Soul Silver Pokeathlon shop inside the Pokeathlon Dome after obtaining the National Dex. It should cost about 2500 Athlete Points.
if u get 3000 points in the pokeAthelon dome, on some days there will be a shiny 4 3000 points.
Main place you can get one, (1, not more) is in the national park (johto). Go to the top of the park, and there's a gap in the fence. Go right through this gap, and go down until you find the prize. :D

Also, you can get them at the pokeathlon prize exchange booth. The pokeathlon is north of goldenrod city, in the Johto region.

Johto national park theres a gap in the gate at the top. follow it whe u get to a scaly wall use rock climb get pokeball (shiny stone)
