In Pokémon X and Y, you can catch an Abra in the grass and purple flowers around Route 5 but they are quite rare.
However, if you have enough Friend Codes registered on your Nintendo 3DS, you may find an Abra at the Friend Safari located in Kiloude City. Each friend has a Pokémon type associated with him/her so you just need to visit a Psychic-type safari but please keep in mind that each safari can only have two to three unchangeable Pokémon.
