Beat Fantina & teach Surf to a pokemon. Go to Route 218 & use surf. Then go South(down) Then West (left) after passing the rows of trees. Go in the building then you will make it to Canalve City. Then pass the bridge, battle with your rival, go South then you will see a boat, & a sailor on a dock. That is the harbor.
