Entei can be found near petalburg city in a mirage area (only acceded by using the Eon Flute) After obtaining Ho-Oh in sea mauville. To get Ho-Oh you will need a Pokemon with surf and dive. Enter sea mauville and go to the left path use surf and dive. Then go down the set of stars located at the far back middle of the underwater section. In this room head to the far northeast and in that corner there should be a scanner (it's not visible so just click around a bit or YouTube search where to get it) then fly to slateport city and go to the harbor and talk to the caption in there. He will give you a clear bell in omega Ruby. Return to sea mauville and go to the very top of the ship there should now be a gold ring hit A and ho oh will appear you must catch it. Put Ho Oh in your party use the Eon Flute and fly near petalburg city a new mirage spot should appear land there and you will able to obtain the three legendary dogs.
