You can't catch Rayquaza in sapphire or Ruby without beating the Elite four, but in Emerald you can. Sky pillar wont be there in Ruby and sapphire before you beat the Elite four. The only thing there is deep water. (If you don't believe me go take a look.)ture its stuiped
