These genders hold true only when those Pokemon are your partner. A female can be shinx and a male can be skitty. I know this because I was once a Shinx and my cousin was once a Skitty. Also say if your a Eevee your partner can't be a Skitty or a Meowth because its the same type. Also you have to have a Sassy nature to be a Riolu. And A Hasty Nature to be a Shinx.

Vulpix is best because it learns flamethrower at level 24

Yes, you can, although it's more difficult because Articuno is a legendary. She can be found at the Summit of Mt. Avalanche. She has a body size of 2, so make sure there are only 2 Pokémon in your party. She only has a 20% recruitment rate, so you should probably use a Golden Mask. It raises a Pokémon's recruitment rate maximally (i.e. approx. 24%).

you can get a Golden Mask. You have to be holding the Mask as your item and deal the killing blow to Articuno in order for it to be effective. Good luck!
