The following answer is a short response, not a full plot summary.

Shame is about corruption in government and authority.

People, by and large, are taught to be shameful, for whatever gives pleasure is intrinsically self-centered.

As the characters in the book rise to prominence, they prove to be self-serving and corrupt.

Sufiya Zinobia is a monster who embodies all of her parents' and her worlds' shame. As a result of this, she turns into an insatiable monster (literally, she becomes a monster) who murders the citizens of the town--both innocent and guilty.
