Battle wise, many feel the "best Pokemon" is Mew, since it can learn any TM or HM. However, other "best pokemon" include "ubers" such a wobbuffet due to it's high hp and it's ability to use moves that double the power of attacks thrown at it before throwing the attack right back.
However, Arceus is the Alpha Pokemon, and the only one to learn Judgement. By Lv. 100, it should know Judgement and Hyeper Beam, two of the best moves. In addition, it'll know Perish Song and Recover. Perish Song maked any Pokemon hearing it (Including Arceus) faint in three turns. It has no effect if the Pokemon is withdrawn and not brought out again until the end of the battle. Recover simply restores half of the user's HP.
