Depends if you see the Death-Ray as a Laser, in which case it's not a Precursor to Radar. If you see the Death-Ray as a Zylindrical Tube with one side open and Uranium stuffed inside then yes you could prob use it as an antenna for Radar. The Radarbeams would be gamma-Radiation Rays. Problem is you still don't have a receiver XD. And the only things you COULD receive would be either black holes or the odd Nova and Supernova. So not all that good hehe.
