You can get feebas by going into Mt.coronet and go deep within it (only from Oreburg City) and theres a lake. Have a water type that knows surf and fish or ride on the water to find it. it will take some time and fustration will occur but that's where feebas is at. you can look on the pokedex and area as to where its at :P
